Dubai Chambers and NASSCOM Forge Agentic AI Ties with New MoU

Dubai Chambers has signed a memorandum of understanding with India’s National Association of Software and Service Companies, or NASSCOM, to expand cooperation on agentic artificial intelligence.

The agreement is intended to connect companies, investors and entrepreneurs across the Dubai and Indian technology markets, according to an Aug. 19 announcement from Dubai Chambers.

The two organizations said they would pursue strategic partnerships, exchange technical knowledge and develop joint initiatives involving agentic AI. Plans also include specialized business events and programs designed to bring together companies and potential investors.

Indian companies working in agentic AI and deep technology are a central focus of the arrangement. Dubai Chambers said the partnership would help selected businesses establish or expand operations in Dubai by introducing them to commercial opportunities and the emirate’s broader innovation network.

Dubai Builds Out a Two-Year AI Program

The agreement arrives as Dubai begins implementing a wider plan to increase the use of agentic AI across its private sector. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum launched the two-year initiative in May, directing Dubai Chambers to introduce training programs, establish AI incubators and develop dedicated funding mechanisms.

Dubai’s government describes agentic AI as technology capable of independently carrying out tasks and managing sequences of actions. Unlike a conventional chatbot that primarily responds to individual prompts, an AI agent may interact with software, use external tools and take steps toward a defined objective with limited human supervision. AI agents can make decisions, take actions and complete sequences of tasks with limited human supervision while working toward a defined goal.

The MoU follows the creation of Dubai Chambers’ Executive Committee for Agentic AI, which was established to guide the private sector’s transition toward more autonomous AI systems. As The committee’s mandate covers specialized training, business incubators, support mechanisms and knowledge-sharing programs.

The NASSCOM agreement adds an international dimension to that work by connecting the committee’s domestic adoption agenda with India’s technology sector. While the committee provides a structure for supporting businesses in Dubai, the MoU creates a channel for Indian AI companies to participate through partnerships, industry events and potential expansion into the emirate.

An executive plan reviewed by Dubai officials in June set targets covering 295,000 companies, the development and delivery of 100 specialized AI assistants, and support for the establishment of 50 agentic AI companies over two years. The Dubai Chambers–NASSCOM agreement could provide an international recruitment and partnership channel for that program, although neither organization has specified how many Indian companies it expects to involve.

NASSCOM Brings a Large Technology Network

NASSCOM represents more than 3,500 companies across India’s technology sector, ranging from startups to multinational businesses. The association values the industry it represents at $315 billiont. Its membership gives Dubai Chambers access to an established pool of software, artificial intelligence and deep-tech companies rather than requiring the emirate to build new relationships with each business individually.

The partnership’s next phase is expected to focus on practical collaboration between businesses in Dubai and India. Early activity could include industry workshops, company introductions, pilot projects and specialist forums. As these efforts develop, the agreement may give participating companies a clearer route to share expertise, explore commercial opportunities and test agentic AI applications in real-world business settings.
