Digital Dubai has launched the AI Workforce Transformation Program (AI+), an initiative designed to train 50,000 government employees in artificial intelligence. The program is being implemented in collaboration with the Dubai Government Human Resources Department and the Dubai Centre for Artificial Intelligence, under the umbrella of the Dubai Future Foundation.

The scale of the initiative is notable. Rather than limiting AI adoption to specialized teams, Dubai is aiming to integrate artificial intelligence capabilities across a large portion of its public workforce. The approach suggests a shift in how governments view technology, moving from isolated digital tools to systems that are embedded in everyday operations.

At its core, the AI+ program reflects a change in expectations for public-sector roles. Employees are no longer seen as passive users of digital systems, but as active participants in shaping how those systems operate.

The initiative is designed to equip staff with practical skills that can be applied across different functions, from administrative processes to strategic planning. While the technical depth of training will vary depending on roles, the overall goal is to ensure that AI literacy becomes a standard capability rather than a niche expertise.

This shift mirrors a broader global trend, where organizations are increasingly prioritizing workforce readiness alongside technology adoption. The idea is straightforward: deploying advanced tools without preparing the people who use them tends to limit their impact.

At the center of the initiative is the AI+ program, through which Digital Dubai plans to train 50,000 government employees.

Aligning with Dubai’s Digital Strategy

The AI+ program does not exist in isolation. It forms part of a wider effort to modernize government services and improve operational efficiency through technology.

Earlier this month, Dubai announced plans to unify digital government services under a single platform, with the aim of streamlining user experiences and improving access to public services.

Taken together, these initiatives point to a coordinated strategy: build the infrastructure, and at the same time, prepare the workforce to operate within it.

Artificial intelligence plays a central role in that vision. By embedding AI into government workflows, Dubai is aiming to enhance decision-making, automate routine tasks, and enable more proactive service delivery. These are goals that many governments share, but few attempt at this scale.

Large-scale workforce transformation programs often look impressive on paper. The challenge, as always, lies in execution.

Training tens of thousands of employees goes beyond curriculum design, requiring sustained engagement, practical application, and a clear link between learning and real-world outcomes. With the right execution, initiatives of this scale can translate into meaningful improvements in performance and service delivery, helping turn ambition into measurable impact.

Dubai’s approach reflects this focus, emphasizing real-world application. The goal is not just to understand AI concepts, but to integrate them into daily tasks and decision-making.

Employees could see a gradual shift in how work is performed. Tasks that were once manual may become automated, while roles increasingly involve oversight, interpretation, and the strategic use of AI-generated insights.

The Human Dimension of AI Adoption

Despite the emphasis on technology, the framing of the AI+ program consistently returns to people.

Investing in human capital remains a central theme in Dubai’s broader development strategy, and the new initiative reinforces that priority. By focusing on workforce readiness, the government is signaling that technological progress is only as effective as the people who implement it.

This perspective also reflects a growing recognition that AI adoption is not purely a technical challenge. It involves cultural change, adaptability, and a willingness to rethink established ways of working.

Many employees may experience the transition gradually, while others could see their roles redefined entirely. Either way, the expectation is clear: familiarity with AI is set to become a baseline skill across the public sector.

Dubai has spent years positioning itself as a leader in digital governance, often using large-scale initiatives to set benchmarks for others to follow.

The AI+ program fits that pattern. Its scale and ambition make it more than just a training effort; it is a statement about how the emirate envisions the future of government work.

In Dubai’s model, the future of government is not just digital. It is intelligent, integrated and increasingly shaped by a workforce trained to operate alongside artificial intelligence.
